Biden tried to deal with the debt. He was stopped by separation of powers. Maybe next time structure your meme after reality, so it can be actually funny.
Technically he was stopped by a illegally stacked Supreme Court from a single senator in Kentucky refusing to allow a floor vote on a justice while Obama was president.
